to assess learners correctly you should set questions in the way of not assessing the knowledge and understanding only but also skills, attitudes and generic competencies as well.

 The competence -based assessment is the best tool we need in our teaching  or /and learning  activities .The teachers should set questions by using  the assessment techniques and Bloom taxonomy . Those questions should call upon to the knowledge , skills , and attitudes /values of learners.

To assess learners correctly, please make sure you use both formative and summative ways of assessment. And give them constructive feedback effectively.

You can assess learners by asking questions that require students to develop their competences( knowledge, skills, values and attitudes ). All of those should focus on set objectives
