National policies as guidelines is like  a roadmap to success and a global perspectives to make the Rwandan society better in this regard ICT in education will enhance national success ,leading to sustainable development through rapid changes in education process.

In classrooms we practice those national policies and prepare young generation/cohort to implement those policies when becoming school leavers.

So educational objectives in the areas of ICT are practiced in classes and later implemented in society for their efficiency and effectiveness.
