On my side, no actually not because there are many other problems that need our efforts and participation without any other intermediar, for example class management, school drop out, and so on

ICT can play  a big role in rising the education quality because using It may be as studying in opened world and using it may be  effective manner to access the content  easily  .  I think in case of good education policies  and  necessary infrastructures completely ICT can solve all educational problems and help to bring quality education.

ICT:Means in full word INFORMATION COMMUNICATION  TECHNOLOGY.

According to Information is collection of data.

Communication is sharing of those information but Technology is collection of techniques,methods,skills and process used in production of good services.

Then ICT according to those terms means central engine to driving rwanda's transformation to a knowledge based on all domains
